Kyoto - Short for Kyoto Protocol, an international agreement adopted in 1997 in Kyoto, Japan, which sets binding targets for emission of greenhouse gases that spur global warming. Under this agreement, developed countries are to cut their emissions by an average of 5.2 percent below what they were in 1990. The United States rejects this agreement, arguing that it unfairly exempts developing countries like China and India. The Kyoto Protocol expires in 2012.
Framework - The United Nations Framework Convention on Climate Change, a 1992 agreement that the United States and 191 other countries have signed. Like Kyoto, it seeks to keep greenhouse gases from hitting a level that would interfere with climate, but has no legally binding requirements.
Greenhouse gases - Chemicals that trap the sun's heat near the Earth like a blanket. These substances include carbon dioxide, which is emitted by humans and all other creatures that breathe air. They are also emitted by coal-fired power plants and petroleum-fueled vehicles. They are not the most intense greenhouse gas -- methane is 10 times more powerful in contributing to global warming -- but carbon dioxide from fossil fuel consumption produces 82 percent of the world's human-generated greenhouse gases.
Cap and trade - Policy tool that sets limits on harmful emissions, giving allowances to affected industries and countries within these limits, or caps. Those with emissions above the cap can trade with those with emissions below it. Also known as emissions trading.
Carbon footprint - A measure of the impact of human activities on the environment in terms of the amount of greenhouse gases they produce, measured in units of carbon dioxide.

India is planning to conduct 60 space missions over the next five years to achieve multiple objectives in navigation, positioning, advanced communications, space transportation, earth observation and space science, Minister of State in the prime minister's office (PMO) Prithviraj Chavan said in Hyderabad Monday.Inaugurating the 58th International Astronautical Congress (IAC), Chavan said the ambitious Indian space programme would unfold huge opportunities for commercial and scientific cooperation among the space-faring nations the world over.Addressing about 2,000 delegates, including heads of global space agencies and other dignitaries from 45 countries, Chavan said space technology had become an indispensable tool in the quest for progress in economic, social and cultural fields. Referring to the multiple benefits of space applications, Chavan said tele-education, tele-medicine and village resource centres across the country had brought about a paradigm shift in India's approach to provide literacy, healthcare and knowledge to the needy, especially those living in rural and remote or inaccessible regions. Space agency chiefs from across the world today favoured lowering cost of space launches with Indian Space Research Organisation (ISRO) Chairman G Madhavan Nair suggesting use of nuclear propulsion for the purpose. Participating in a plenary at the 58th International Astronautical Congress here, Nair said there was need to further improve space launch systems and reduce the number of stages in launch vehicles.

Gautam Gambhir stitched together the fabric of the Indian innings with a magnificent 75, but tigerish bowling and fielding from Pakistan left them with only a modest target of 158 to chase to win the inaugural ICC World Twenty20. Umar Gul, the highest wicket-taker in the tournament, was the undoubted bowling star, taking 3 for 28 in a splendid spell where he bowled yorkers almost at will.
A late 30-run cameo from Rohit Sharma gave India hope, and they would attempt to draw inspiration from the previous encounter between the sides, when they tied the game despite scoring only 141 in Durban.
India's plans for the game had been rocked by the groin injury to Virender Sehwag, and his replacement, Yusuf Pathan, was nearly run out after dawdling for the first one. Otherwise known as Irfan's older brother, Yusuf came into prominence in domestic Twenty20, and he quickly demonstrated his ability with a straight six off Mohammad Asif.

With Malik quickly bringing on Shahid Afridi and Mohammad Hafeez, India needed someone to find the gaps. Gambhir was the man, lacing some lovely drives through the covers and pushing the singles as Yuvraj Singh played himself in. Gambhir was ruthless with the loose delivery, heaving Afridi over midwicket for six as runs started to come too quickly for Malik's liking.
His response was to call on Umar Gul, Pakistan's most effective pace bowler in this competition. Gambhir cut him behind point en route to a 38-ball 50, but Gul's round-the-wicket line was soon to earn its reward. Yuvraj, in resplendent batting form in previous big games, didn't ever get going and a miscued pull landed straight back down in Gul's hands.
With the fielders showing tremendous commitment in the outfield and Gul mixing short-pitched deliveries with perfect yorkers, the batsmen grew increasingly frustrated. The pressure finally told on Mahendra Singh Dhoni, whose swipe met only with air as Gul produced another fast-and-straight special.
Gambhir tried to break free of the shackles, and a massive six that thudded into the scoreboard at midwicket had the Indian fans dancing, but Gul's retribution was swift. An attempted flick-paddle went straight to Asif at short fine leg, and Gambhir's splendid innings was finally over.
Sharma had shone against South Africa in a crunch game, and he came to the fore again in the final two overs, taking Yasir Arafat for two fours before he lofted a slower ball from Sohail Tanvir in the direction of long-on. Hafeez got there, but could only tip the ball over the rope. On such incidents could matches between these two rivals be won and lost, but after excelling with the ball it was Pakistan that were tantalisingly close to the trophy.

Yesterday the Delhi High Court in India sentenced four journalists to four months of imprisonment citing "contempt of court" as the reason for their sentencing. And what had the journalists done? They had exposed the cozy relationship between the sons of a senior judge's sons and some unscrupulous real estate developers. We believe that this is clear evidence, if any was ever required, that the Indian political system is vastly different from what it's proponents tout. This kind of behavior comes from kangaroo courts in banana republics.

The conscience of the country shook again while the police fired on farmers in Mudigonda withinDistrict: Khammam, Andhra radesh on 29.7.2007 killing 6 people, critically injuring 3 and deliveringbullet injuries to 17 people. The police firing on armers and killing 14 persons at Nandigram underofficial versions but other sources speak of many more, in West Bengal on14.3.2007 is still fresh in thememory of the people. Before the healing of wounds of Nandigram carnage, the Khammam police fringrubbed salt on the wound.
Two incidents of ghastly police firing with yawning gap of time go to show the ruthlessness and barbarictyrannic set up of the governments ruling in India both in Central level as well as in the State.
In Andhra, the peasants led by Communist Party of India (Marxist) were demanding distribution of landto the landless peasants under a Congress-led State Government and in Bengal, a large section ofpeasantry at Nandigram was opposing tooth and nail against acquisition of agricultural land forestablishment of Special Economic Zone by the State Government led by Communist party of India(Marxist). The police brutality had taken place in Nandigram on 14.3.2007 with the direct aid of
party cadres of C.P.I.(M) with police garments on.
C.P.I.(M) leaders have been demanding resignation of Y. Chandra Shekhar, the Chief Minister of AndhraPradesh after the incident of Khammam police firing severely drawing flak on him but the same partyjustified police firing at Nandigram and brushed aside the demand of resignation of BudhadevBhattacharya, the Chief Minister of West Bengal.
After the police firing at Andhra Pradesh. the state government immediately transferred theSuperintendent of Police of the district, suspended the top brat of Police official (ASP & CI) of theDistrict and appointed judicial enquiry over the incident. Also a compensation of Rs 5 Lakh wasannounced for each death but West Bengal government refused to react any way in Nandigram incidentthough initially the Bengal Chief Minister gave consent to C.B.I. enquiry later somersaulted from his
stand.
In both firings, it is seen the police have taken scant regard of law in opening fire on the public andtargeted the people on their vital upper portion of bodies causing grave assault and human life ascasualty.
The party in power in one state justifies and upholds police firing in the said state and the same party iscriticizing and organisisng movements against police firing while they are sitting in opposition in otherstate.
Many women were raped in massive violence against villagers following firing in Nandigram. No suchclaim as yet has been put forward in case of Mudigonda, Khammam. In case of Nandigram, oppositionalleges that the CPIM cadres joined the police force in firing upon the villagers and committingsubsequent atrocities. No such report has been received from Mudigonda, but at Mudigonda plain clothpolice were involved in firing.
In Mudigonda, it was an aggressive mob out to take possession of lands, and reportedly pelting stones.In Nandigram, it was a defensive crowd determined not to part with their lands in their possession forgenerations and reportedly carrying out religious rituals when they were attacked by the police.
The bench comprising Chief Justice G.S. Singhvi and Justice V. Eswaraiah assembled at the residence ofthe Chief Justice to hear an urgent House motion case. The Division Bench of Andhra High Court askedthe District Judge, Khammam, to visit the mandal headquarters village and send a report in a 'sealedcover' to the High Court.
The Division Bench of Calcutta High Court presided by Chief Justice Mr. Nijjar initiated Public InterestLitigation on the complaints of several organizations and ordered C.B.I. enquiry and to submit reports insealed cover within next 7 days.
We condemn both incidents with core of our hearts as both incidents undermined the democratic rightsof the people and deprived them of their life in a barbaric manner. The Calcutta High Court failed torise up to the expectation of the people and the action of Andhra High Court is yet to be seen. Thepolitical partiers are on same parochial game plan and have been trying to get benefit over theincidents. But the real losers are poor peasants and the families of the victims. We deeply share griefand sorrow with the victims of police brutality in Nandigram and Khammam.

Gopen Sharma s/o Late Gopal Chandra Sharma of Dayarampur, P.S. Jalangi, District: Murshidabad, has been continuously harassed andframed by local police of Jalangi Police Station and Raninagar Police Station. Gopen Sharma is District Human Rights Monitor of NationalProject on Preventing Torture in India, working in Murshidabad, West Bengal. Our organization has been partnering the programme withPeople’s Watch of Tamil Nadu and the project is supported by the European Union and FNSt.
On 1st of August 2007 again a criminal case had been slapped on him in the court of Chief Judicial Magistrate, Baharampur. The complaintwas registered in the court under the provision 156(3) of Criminal Procedure Code where the complainant was one Shanti Ranjan Mondal,son of Late Jagadish Mondal of village- Lakhinarayanpur under Jalangi Police Station, District: Murshidabad, who was named ascomplainant in the said case against Gopen Chandra Sharma. The court sent the complaint to Jalangi Police Station for treating thecomplaint as an First Information Report vide memo number 634/2007 dated 01.08.2007. The case has been registered under section 420of Indian Penal Code (I.P.C.) for committing offence of cheating. The complainant alleged that Gopen Sharma took Rupees 6000/- on02.12.2006 at 10.00 a.m. from him and other two persons. It was alleged in the complaint that Gopen Sharma assured the complainant toprovide a BSNL connection in lieu of the money and posed himself as an employee of BSNL, but he later failed to keep his promise and thecomplainant alleged that they came to know that Gopen was a fraud.
The most disturbing fact is that the case has been filed before the court and the complainant as named Mr. Shanti Ranjan Mondal was notpresent in the court premises at all. This case, filed in the court was the outcome of conspiracy of police officers of Jalangi Police Station,Mr Swapan Saha and Mr. Tuhin Biswas, Sub- Inspectors. They accompanied one Surya Kanta Sarkar of village- Prasnna Nagar, P.S. Jalangi,Murshidabad to the court, who happened to be one of the four witnesses of the case filed against Gopen Sharma, three other witnesses areParimal Sarkar, Manoranjan Mondal and Raghu Mondal.
It is important to note that Surya Kanta Sarkar is an accused person of a police case vide Jalangi P.S. case number 83/07 under section498A/ 306/34 of IPC and he was brother-in-law of Late Saptami Sarkar w/o Joyprakash Sarkar. Saptami died under mysteriouscircumstances in her in-laws house. The family of the victim-woman had genuine grievances against ineffective and partisan investigationof police from the very beginning.
